President's Message
As we get ready for another great golf year, I would like to acknowledge a few BSGC members. First, congratulations to our new 2009 BSGC Club Champions, Kevin Hill and Barbara Fields. Second, congratulations to Gary Perkins and Jeff Gase who scored the highest gross points in 2009 and will have the honor of representing BSGC in the SCGA Champion of Champions and Senior Champion Tournaments, respectively, in December.
I would like to thank our BSGC board members for the work they do to keep the club running smoothly. Especially noteworthy is the great work that Steve Venitsky does to set up and negotiate our tournaments. The tournament chairperson does by far the most work, so please thank Steve when you see him. We've been getting feedback that the Monday tournaments are popular, so for 2010, Steve has added two more Monday tournaments at private courses, for a total of four. Now's the time to spread the word to your coworkers and fellow golfers who are not BSGC members and remind them of the opportunity to join BSGC in 2010. Our club provides a unique way to play in a casual, friendly, yet competitive environment without being limited to the same course week after week.
By now, you've probably heard that the SCGA and several other California associations are converting to the Golf Handicap and Information Network (GHIN). Bottom line is that the SCGA member numbers and score posting system will be changing on January 4th, 2010. Tom Hughes has been staying up to date on the transition that will occur beginning December 22nd. Please read Tom's article in this newsletter and refer to information on page 10 and 11 of the Nov/Dec FORE magazine.
Have a great holiday season!
Randy
NESRA 2009 Results
Laughlin over
the Labor Day weekend was a fun setting for this year’s event. Gary Perkins, Debbie Perkins, and Andy Ramos
each won their flights. Gary also won
overall low gross. None of our Boeing
teams took top honors, but we all gave it our best. This tournament has dropped off to less than
100 people, but is hoping for a resurgence in 2010 at the Indian Wells
Resort. Hope to see you all there.
Congratulations
to Barbara Fields and Kevin Hill for winning the 2009 BSGC Club Championship by
shooting a net 72 & 66 respectively at the SCGA course on October 21st. As winners of the Women’s and Men’s Club
Championship they each receive $100 and are recognized in the January issue of
the SCGA Fore magazine. They will also
be prominently displayed on our BSGC website.
Gary Perkins won the right this year to represent our club at the SCGA Tournament of Club Champions in December by accumulating the most points in our tournaments from October 2008 through September 2009. This represents a separate honor from the “Club Champions” mentioned in the previous article. For most Clubs this is one in the same; however, our club wanted to do something for the low handicappers that regularly participate in our tournaments so we created a separate contest for this honor. A total of 6 points are awarded at each of our tournaments based on low gross score: 3 for 1st, 2 for 2nd, & 1 for 3rd. The individual with the most points at the end of September is the winner. Our Club pays the entry fee for that person to participate in the SCGA Club Championship Tournament at the end of the year. Gary will play on the 7th of December at Mission Hills CC (President's Flight), against approximately 100 other participants in that flight. Good luck Gary! The SCGA also has a Senior TOCC which our club has agreed to participate in. It is also on December 7th and the eligibility requirements are 55 or older and a 10.4 or less index. We use the same system as above for selecting who will represent us at this tournament. Essentially it is the person with the most points that qualifies and hasn’t opted to play in the TOCC. This year it is Jeff Gase who garnered the most points and is old enough and still good enough to make the grade. Congratulations Jeff and good luck – make us proud.
Dennis
Squillace and Jeff Gase represented our Club at the SCGA 4-Ball qualifying
tournament on August 31st at Shadowridge. They finished at 3-under par, but needed to
get to 5-under to qualify for the championship tournament. I want to thank them for making a good
showing and representing BSGC at this event.
Note: our representatives for this tournament are determined at one of
our May tournaments (for 2010 it will be our Canyon Crest tournament on May 3rd).

Randy Rules
Sometimes, a picture is worth a thousand words. USGA has a website with animations for many rules of golf. There are animated rules on USGA.org – click on the RULES tab and look for red "Select a Rule" banner on the right side of the screen.
I think a lot of folks don't understand the rules for touching and marking your ball. Below is an excerpt from Golf Digest Sep 2006 that I think is helpful:
1 Your tee shot ends up next to a cart-path that will interfere with your next stroke. You decide to take relief. You lift your ball without marking it, but you drop in the proper area and play your next stroke. Penalty or no penalty?
ANSWER: The Rules of Golf do not require you to mark a ball before lifting it, unless it is required to be replaced. Rule 20-1. No penalty.
2 While preparing to putt, you line up the ball's logo with the cup but fail to mark the ball before doing so. Penalty or no penalty?
ANSWER: You can't touch the ball in this situation unless you mark its position. The penalty is one stroke. Decision 18-2a/33.
3 You hit your ball into a lateral water hazard and toss another one by the spot where your original ball last crossed the margin of the hazard. Realizing you didn't take a proper drop, you pick up the ball, hold it at shoulder height and arm's length, drop it and play on. Penalty or no penalty?
ANSWER: Under Rule 20-6, a ball incorrectly dropped but not played may be lifted without penalty, and the player must then proceed correctly. No penalty.
4 Your ball settles on a slope on the green. After marking it, you try to replace it, but it won't stay on the slope. So you press the ball down slightly to keep it there. Penalty or no penalty?
ANSWER: You can't alter the lie, even if it's the only way to keep the ball from rolling down the slope. Find the nearest spot, no closer to the hole, where the ball can be placed without rolling. Penalty for altering the lie is two strokes or loss of hole in match play. Rules 20-3b, 20-3d and Decision 18-2a/6.
5 You whiff your tee shot. Before swinging again, you adjust the tee to make sure you don't whiff a second time. Penalty or no penalty?
ANSWER: Because you tried to strike the ball, it was considered in play. By adjusting the tee, you moved the ball and incurred one-stroke penalty (Rule 18-2a) and were required to put the tee back at its original height before playing another shot. You didn't put the tee back, so the ball was played under penalty of stroke and distance. This procedure overrides Rule 18-2a. (See Decision 18-2a/1.)

SCGA Joins GHIN Handicap System
SCGA used the services of IDC to do handicap maintenance for many years. A decision was made to join the GHIN handicap system effective January 1, 2010. GHIN is a non-profit arm of the USGA. It is currently the handicap vendor in 42 states plus Bermuda, Puerto Rico, and the Dominican Republic and serves 12,000 clubs with over 2.2 million golfers.
GHIN will provide us the handicap services you are accustomed to receiving with some additional benefits. However there will be one change that will affect you as the system kicks in and one inconvenience occurring as we pass into the new year.
All SCGA member numbers will change. Most players will place a 9 in front of their existing membership number to create the new one. In a few cases that may conflict with an existing GHIN number and those people will be issued a new number. People who already have a GHIN number will use that number.
We will use the January handicap indexes that ISC provides as their final product late in December. Handicap posting will be suspended from December 22, 2009 through January 4, 2010. Paper posting sheets will be provided at each course like we did it in the old days. You can use that sheet or retain your scorecards until January 4 and post by computer either on-line or at the course. One change being implemented is the ability to post any score at any course computer.
Other improvements that I will describe in future newsletters include:
Twice monthly HC index updating;
GHIN Handicap Program (GHP) – score posting and greater visibility of trends;
eRevision – detailed report sent to each golfer;
eClubhouse – powerful website creation tool;
eGolfer – personal file to track personal stats and other information;
GHINclub.net – site for club officials member maintenance tasks;
Tournament Pairing Program (TPP) – powerful tournament organization and scoring/results tool.
